Bike Crackdown in Phillidelphia

I just recently read more details on the proposed legeslation for bicycles in Philidelphia. It includes $300 fines for wearing headphones and riding on a sidewalk and $1000 for riding brakeless. It also would force anyone over the age of 12 to register their bike like a car. Pretty freaking rediculous.

Refusing to stay in a bike lane? Bike lanes are optional. Leaving the lane is mandatory for left turns.

Anywho, I'm against any form of bicycle registration because it immediately removes the cyclists' right to the road. Also, license plates aren't very aero and bicycles have no provisions for such a measure. With all the different styles of bicycles it would be impossible to have sufficient mounting brackets for all designs. They also would have no lighting provisions for reading the plate at night.

So if I go for a ride in Philadelphia, will I be cited for having an unregistered bicycle even though I'm not a resident? Will I be constantly harassed? What about people that live outside the city and ride in? Obviously they let it get out of hand in the first place. Instead of having a decent police force that educates its citizens, they're going for a police militia.
